Dear Colleagues,

  1. senior officers and councillors are receiving up to date briefings
  2. meetings/phone calls are taking place with the applicant and land owner – these are ongoing
  3. Marc Dorfman is visiting the sites and trying to talk to the unauthorised users about appropriate uses and the right way to get authority to use a building
  4. the retrospective applications are being assessed. Joint site visit by planning and planning enforcement is being arranged
  5. noise, dumping nuisance and planning enforcement complaints are being monitored, evidence collected and enforcement measures where appropriate are being prepared. Planning lead officer is liaising with Frontline Services and Neighbourhood Management
  6. LBH Building Control and the Fire Service are arranging to visit the sites to ensure Fire Regulations and Means of Escape are in place and being complied with
  7. 2-4 major RSLs/Developers are being invited to look at the site with the aim of bringing forward comprehensive renewal/development

Many thanks for your email and the details of the work being done by yourself and colleagues to address the issues in Lawrence Road. The issue of Lawrence Road was raised at a Cllr Goldberg’s recent Q ‘n’ A session with O & S and concerns were raised about the state of the some of the buildings and the general reflection that this has both the area and the Council. I am pleased that, as ever, you have a handle on things and I would be interested if officers had anything to add.

Gideon et al, 

 

Isidoros and I have both been dealing with Lawrence Road and it's issues in our ward. Could I enquire to your or Scrutiny's interest in this? 

 

The issue is complex and Niall's team are working on this as part of the regeneration of Lawrence Road.

 

The site you have pictures for was purchased by Gallaird's for wholescale redevelopment. However they went bust last year and the site is now owned by Allied Irish Building Society. They have in turn given the freehold to another company who in turn have sublet it to a company called TA Properties. 

 

TA Properties is highly dubious given a search by me a month back of Companies House found the company was forced into liquidation last year. 

 

On the current site a number of churches have taken residence illegally in planning terms as the building use is not geared up for organisations of this nature. They have been paying considerable rent to TA Properties. 

 

There have now been eight planning applications for temporary change of use for two years by the churches currently there are others. Local residents and I have objected to these applications due to ongoing problems with anti social behaviour, enforcement problems and the concentration of having eight churches in one road and the impact this would have on the long term regeneration of the site. 

 

Enforcement action has been taken earlier in the year in relation to huge piles of rubbish which was traced back to two of the churches. There have been other actions taken also. 

 

I met last week the the Leader and Director of Urban Environment to discuss Lawrence Road and it's future regeneration. 

 

A working group of officers and local members will be setup early next year to take things forward. In the meantime the right applications need to be decided on, Gallaird's original planning application also needs resolving and enforcement action will continue. 

 

Meetings are due to take place between officers and TA Properties aswell as the churches. Of course there is nothing stopping an approach being made to TA Properties on using building space for other purposes but my concern is to that status of this company and I am keen as a first step to get a decision on these planning applications. 

 

The officers leading on this are Marc Dorfman and Mark Hopkins who I have ccd into this email.

I seem to recall that the Council leased jpeg404 from the owners and that there was some discussion about dilapidation costs., can you please advise as to whether this was so and whether this has been resolved.  Furthermore, given that the state of the buildings has an indirect impact on perception of the council and also taking into consideration the efforts of Cllr Diakides to bring some of these buildings into temporary use, can you update members on progress has been made to this endeavour?
